Malta’s investor-citizenship scheme no longer exists. On 29 April 2025 the Grand Chamber of the Court of Justice of the EU held in Case C-181/23 that granting nationality in exchange for predetermined payments, without a genuine link to the country, is contrary to EU law; Malta then repealed the scheme by Act XXI of 2025, gazetted on 24 July 2025. With it, the last route to EU citizenship by investment closed across the whole Union. What remains in Malta is permanent residence, which is a different thing and worth assessing on its own terms.
